NOVADER (NOVA Kültür Sanat ve Gençlik Derneği, EN: NOVA Association for Arts, Culture and Youth) is officially registered in Türkiye as a non-profit, non-governmental organization “Dernek” (NGO) operating under:

  • Law No. 5253 on Associations (Dernekler Kanunu)

  • Articles 56–100 of the Turkish Civil Code (Law No. 4721)

  • The Associations Regulation (Dernekler Yönetmeliği, 2005)

NOVADER is:

  • A Turkish dernek (association) is a private-law legal entity.

  • It gains legal personality upon submission of its founding documents to the Çanakkale Provincial Directorate of Civil Society Relations (Çanakkale Sivil Toplumla İlişkiler İl Müdürlüğü).

  • It must have a written charter (tüzük) and three governing organs: a General Assembly, a Management Board, and an Auditing Board.

NOVADER is not a

  • foundation (vakıf, which requires an endowment fund),

  • trade union or chamber,

  • and not yet a “public-benefit association” (kamu yararına çalışan dernek) — though it could apply for that status later through the Ministry of Interior.

According to Article 1 of NOVADER’s charter, the association’s full name is “Nova Kültür Sanat ve Gençlik Derneği” (Nova Culture, Art and Youth Association), headquartered in Çanakkale, Turkey, with no branches planned. Therefore, legally NOVADER is classified as a:

Local, non-profit association (yerel dernek) under Turkish civil law.

Under Article 6 of its charter, NOVADER consists of three statutory bodies:

General Assembly (Genel Kurul): The supreme decision-making body composed of all registered members.

Management Board (Yönetim Kurulu): The executive and representative body.

Auditing Board (Denetim Kurulu): The supervisory body.

NOVADER Operating Structure is as follows:

General Assembly → Management Board → Auditing Board

All procedures — elections, finances, reporting — comply with:

  • Civil Code §75–84

  • Law No. 5253 §9–11

  • Associations Regulation Articles 31 & Ek-3/21 forms (for reporting to the provincial directorate).

NOVADER must submit:

  • Annual Activity Declaration (Dernek Beyannamesi) every April,

  • General Assembly Result Form (Ek-3) within 45 days after each election,

  • Notifications for any address or board changes within 45 days.
